「一、行政院應本於有尊嚴的情形下申請加入國際組織亞洲基礎設施投資銀行，應向亞投行籌備處遞交申請意向書，以維護國家最大利益，不得自我矮化。
二、行政院相關部會應提出完整方案與評估過報告，及將要申請加入的情形向本院財政委員會進行專案報告，以落實國會監督。」
